The cost of research: Understanding trial budget variability and maximising benefits through CTMS
Abstract
One of the benefits of the Clinical Trials Governance Framework at public hospitals has been greater visibility and reporting of clinical trial metrics. With the recent implementation of a Statewide CTMS (Clinical Trial Management System) across NSW Local Health Districts (LHDs), trial metrics are accumulating from sites. For the first time at a statewide level, this is enabling large scale analysis of trial budget data. As anticipated, there is considerable variance depending on therapeutic area, study phase, and site maturity. This session will present a summary analysis of trial finances across NSW public hospital sites and explore the benefits of the CTMS experienced at the site, district, and state level.
Biography
Shelley Burnett is the Principal Project Officer for the Statewide Clinical Trial Management System project. Working within the Office for Health and Medical Research at the NSW Ministry of Health, Shelley lead the statewide implementation of a clinical trial management system across all public hospitals in New South Wales. A certified Project Manager with a background in oncology and ophthalmology research, Shelley brings over a decade of experience in early-phase and multinational clinical trials. Shelley is passionate about strengthening clinical trial infrastructure and supporting research delivery within the public healthcare environment. She has delivered several major public sector initiatives that support high-quality, research-driven healthcare across the state.

Biography
Mel Grand is currently the Clinical Trials Operations and Business Manager at the Sydney Children's Hospitals Network, where she contributes to advancing paediatric healthcare through clinical research initiatives at Kids Research. Mel has a background as a qualified radiation therapist and experienced project manager, having worked in clinical trials for over 15 years at both a Sponsor and Site level.
With a focus on clinical trials, Mel plays a vital role in supporting the development and implementation of research studies aimed at improving health outcomes for children. Her work involves coordinating with research teams, ensuring compliance with standards, and facilitating the smooth operation of clinical trials within the network which includes the overall management of the Clinical Trials Management System (CTMS). Mel is passionate about Good Clinical Practice, quality and efficient ways of working.

Biography
Deborah Gray is an experienced Registered Nurse based in Port Macquarie, with over 20 years of clinical expertise across a range of specialist roles in both the UK and Australia. She currently works within the Mid North Coast Local Health District as a Clinical Nurse Specialist in Clinical Trials and also provides leave relief for the Clinical Nurse Consultant in Clinical Governance (eMR).
Deborah recently completed a two-year secondment with the Office for Health and Medical Research, where she played a key role in implementing the Statewide Clinical Trial Management System (CTMS) across Northern NSW and the Mid North Coast Local Health Districts.
She holds a Bachelor of Science in Specialist Public Health Nursing and a Master’s degree in Safety and Quality in Nursing. Deborah is deeply passionate about oncology research and is proud to be part of a growing team that enables regional patients access to novel therapies. She is committed to advancing healthcare through evidence-based, safe, and high-quality clinical practice.

Biography
Jodie Stewart is a Clinical Nurse Consultant with the Western Cluster Clinical Trials Support Unit, part of the Rural, Regional and Remote Clinical Trial Enabling Program (R3-CTEP) in NSW and ACT. Jodie has been nursing for over 25 years, working across several Sydney metro hospitals before settling near Orange 14 years ago. She has a Graduate Certificate in Oncology Nursing and held various specialist roles in cancer care throughout her career. Jodie has 9 years’ experience working in clinical trials, first as a trial nurse coordinator in the Cancer Clinical Trial Unit at Orange Hospital, followed by an 18-month secondment with Ministry of Health as a change manager on the Statewide CTMS project. Now, in her role with the CTSU, Jodie is passionate about increasing trial opportunities across Western NSW along with workforce training and education so people living in country areas have equitable access to clinical trials.
