Abstract
As regulatory and other professionals advance in their careers, the shift from technical expertise to adaptive leadership becomes critical. This session examines the evolution of leadership through the lens of action logics, exploring how professionals can move beyond expert mindsets to become more strategic, collaborative, and impactful leaders in navigating complex landscapes. Aligned with the RAPS Regulatory Competency Framework, the session highlights the leadership competencies essential for influencing decision-making and fostering cross-functional collaboration. Participants will engage with research that illuminates the progression of action logics, offering insights into self-awareness, adaptability, and strategic influence. Through industry-specific case studies, reflective and interactive discussions, attendees will explore how to embrace leadership practices that transcend technical expertise, building capacity to lead diverse teams and manage multifaceted stakeholder relationships. The session culminates in a panel discussion with leaders sharing their journeys and lessons learned.
Biography
Deb is Adjutor’s Chief Operating Officer and a project management expert with a passion for finding pragmatic solutions to complex problems. She has extensive experience in therapeutic product development, regulatory affairs, and commercialisation with significant proportion of her career spent in senior roles in pharmaceutical innovator companies and Australian and international consultancies.
Throughout her career, Deb has established a reputation for coordinating large numbers of projects simultaneously, maintaining a very broad local and international industry network, and gaining extensive experience working in close collaboration with regulators.
At Adjutor, she seamlessly switches between managing operations and delivering a wide range of projects, consistently exceeding clients' expectations and foreseeing issues in projects while finding creative solutions and workarounds. She is respected for understanding complicated concepts quickly and translating them into terms others can understand.
Deb’s thirst for knowledge has driven her to gain several qualifications. Most recently, she completed the AICD Company Directors Course with Order of Merit to build on her experience and continue to promote an innovative culture for sustainable growth.

Biography
Dr Rosalie Cull is an experienced executive and company director in biotechnology, pharmaceuticals, and medical technology having worked for a host of well-known and innovative companies. She has a background in research and development, regulatory affairs, clinical trials, quality assurance and commercialisation spanning over 40 years. She is now the Board Chair of multiple companies she has established across the Asia Pacific and is currently the CEO of the Adjutor Healthcare Group.
Dr Cull is a power networker with a PhD in Biochemistry from La Trobe University, Australia and is also a Graduate Member of the Australian Institute of Company Directors. She is the former Managing Director of TudorRose Consulting Pty Ltd, a consulting company which she founded in 2010, a former Non-Executive Director of ARCS Ltd, and was a foundation member of the New Zealand Biotechnology Association.

Dr Amanda Xiaoqing Mao, PhD
As an experienced professional in international business development and clinical project management, Dr Mao’s skills encompass the entire clinical trial journey.
Specifically, Dr Mao is a bridge between Australia & China in clinical research. Having an extensive professional network in China, Dr Mao helps Australian CROs develop strong relationships with as well as carry out clinical trials for Chinese biotech companies/sponsors. Dr Mao has a wealth of experience in planning and managing end-to-end international clinical projects from commencement to completion, ensuring they are delivered on time and on budget.
With over 15 years of career history in the pharmaceutical and nutrition industries across China and Australia, Dr Mao’s experience covers broad therapeutic areas such as oncology, rare disease, immunology, paediatrics, gastroenterology, metabolic disorders, and neurology.
Dr Mao is Founder, Director, and Principal Consultant at Acurit Medical Communications. Her other experiences include Alliance and Project Management Lead at Keros Therapeutics, USA; Scientific Project Director – China at Edanz Inc., Japan; and Senior Medical Affairs Manager, Asia Pacific at Pfizer, China.
Dr Mao is a member of the Health and Medical Research Working Group at Australia China Business Council (ACBC), Victoria branch. She has been invited multiple times to present about cross-border clinical trials between Australia and China.
Dr Mao received her PhD in Biochemistry at the University of Missouri – Columbia in the US, and her Bachelor's and Master’s in life sciences in China.
